Moreno V.<\/p><\/h2><\/div><div class=\"fusion-text fusion-text-1 fusion-text-no-margin\" style=\"--awb-content-alignment:left;--awb-text-color:var(--awb-color7);--awb-margin-bottom:45px;\"><p>Doctor en Medicina Veterinaria<\/p>\n<p>Veterinario con m\u00e1s de diecis\u00e9is a\u00f1os de experiencia en salud p\u00fablica, sanidad animal e inocuidad alimentaria, con trayectoria en Panam\u00e1 y el \u00e1mbito internacional. Especialista en gesti\u00f3n de crisis sanitarias, prevenci\u00f3n a gran escala y fortalecimiento de servicios veterinarios, combina formaci\u00f3n t\u00e9cnica avanzada con habilidades estrat\u00e9gicas en negociaci\u00f3n, diplomacia, comunicaci\u00f3n y coordinaci\u00f3n interinstitucional.<\/p>\n<p>En 2023 fue Jefe del Servicio Veterinario del Ministerio de Agricultura de Panam\u00e1, liderando la respuesta nacional ante brotes de Influenza Aviar H5N1, la emergencia del Gusano Barrenador del Ganado y eventos de encefalitis equina. Previamente, como oficial del OIRSA, coordin\u00f3 acciones regionales frente a la Peste Porcina Africana en Rep\u00fablica Dominicana, dirigi\u00f3 la Comisi\u00f3n T\u00e9cnica Regional de Sanidad Av\u00edcola y desarroll\u00f3 iniciativas \u201cUna Sola Salud\u201d junto a COMISCA, CDC y OIRSA, adem\u00e1s de apoyar procesos ISO 17025 y proyectos de secuenciaci\u00f3n gen\u00f3mica.<\/p>\n<p>Su experiencia incluye gesti\u00f3n de bioseguridad y calidad en la industria av\u00edcola, administraci\u00f3n del CEDIIVET y supervisi\u00f3n de operaciones de exportaci\u00f3n pesquera en el Caribe. Posee certificaciones internacionales en gesti\u00f3n de proyectos, HACCP, normas ISO, especializaciones en docencia e inocuidad, y una Maestr\u00eda en Salud P\u00fablica Veterinaria.
